With respect to emphasis from specification to implementation, we have attempted to capture the differences between commercial and military investments in the diagram above.
In a commercial design, where many millions of components will be developed and deployed, there may be hundreds of engineers working on the implementation of the design, while only a small team was used to develop the initial specification.
Throughout the study it became clear that the military emphasis today is just the opposite. Many organizations are charged to develop the specifications for military systems while the final implementation effort is expected to be much smaller (of course, there are always exceptions). Technology that can facilitate the development of reliable specifications in the military context and yet make them available for commercial implementation would be of great value in this context.
Research in techniques for specifying designs at high levels of abstractions and then moving them efficiently into a commercial flow would be of great benefit to the military.
