We spent many hours trying to identify a business segment whose needs and interests were most aligned with the military and where coinvestment in research, development, and the infrastructure needed to provide access to COTS silicon would be most effective. Due to the wide range of military needs and applications, we could not find a close match. In some applications, the aerospace industry exhibits similar characteristics to the military, in others the communications industry, etc.
Our conclusion is that in almost all applications, military needs are as unique to the military as requirements in any other major segment are unique to that segment. All segments (except consumer) are concerned that the investments in design technology (especially) and access to high-performance silicon will not meet their specific needs.
Some of the specific requirements of military designers and systems integrators that differ from their commercial counterparts are summarized above.
