We do not believe that all military (or commercial) needs will be met by single-chip systems and that in many situations multi-chip or packaged solutions will remain the best implementation path. MIL-SOC must support these alternatives with appropriate interfaces and software support.
Perhaps of most importance is that the MIL-IP silicon blocks must be developed and maintained for military use in the COTS flow. Some of the blocks required for high-performance military applications or interfaces will require detailed understanding of the COTS silicon processes and will not be well-abstracted in commercial off-the-shelf EDA tooling.
Techniques for the development, encapsulation, integration, and support of MIL-IP must be developed, and an organization capable of using and implementing military designs in COTS silicon must be put in place, or we believe the gap between commercial capability and military use will actually continue to grow.
