Enabling MIL-SOC:
- Development of IP to meet unique MIL IP needs
- Development of IP development techniques to make IP easily integrated
- Development of CAD tool and methodology support for of integration of diverse IP elements
- Techniques to ease fabrication/implementation in low-volumes
- Software infrastructure to support agile programming model
Need to ensure that systems specification and design is facilitated into COTS-Plus substrates

In summary, silicon will continue to reinvent itself well into the 21st Century, as it has so often in the past. As is does so, the tools and technologies on which it depends will change their roles and relative importance dramatically.
We do not see how the industry as a whole is well-positioned or organized to deliver all of the creative research needed to explore many of the innovations, especially in design and architecture, that will drive the quantum changes in the industry likely in the years ahead.
There is significant evidence to suggest that unless some important steps are taken military access to state-of-the-art design capability in silicon-- access that meets the particular needs of military systems designers-- will diminish over time.
To meet those needs, a significant amount of research is required in many areas--hardware and software, systems architecture, as well as circuit fabrics and design technology-- some of which are summarized above. It is unlikely that industry will focus its research investments in tools and methodologies that will facilitate these needs.
