Annual quotas for the Group's incoming student cohorts were set by the two Graduate-Division offices (UC Berkeley and UCSF). The Group consistently filled those quotas with the very best students. At the first Group advisory board meeting, in the late 1980s, the representative from Harvard stated that he was anxious to learn more about this program that had stolen their prior year's best applicant from them.
