Slow shutter speed to get the blurring effect...

Focus and aperture set before the water appeared to get the blurred foreground and the saturated white water.

My favorite of this set: narrow aperture with very slow shutter speed (1/5th) to get the near and far focus (and the motion blur of the fountain).
